City Advisory Boards & Commissions

City/University Joint Advisory Commission On Public Affairs        Back to Top

A Council Resolution formed this group in 1995. The membership is designed to reflect various constituencies in the community. The City has six members and Radford University also appoints six members to serve on the board. The group discusses issues of mutual concern and coordinates efforts to respond to opportunities that will benefit the City and the University.

Library Board        Back to Top

Established by the City code of ordinances Sec. 2-365. The library board advises the City concerning the public libraries, reading rooms, branches and substations. A professional Library Director is hired and supervised by the City Manager. The Radford Library is supported by the Lamplighters, a local non profit groups that provides volunteers and fund-raising support for the library.

Planning Commission        Back to Top

Established by the City code of ordinances Sec. 2-211. The planning commission shall have the power to make recommendations concerning any matter referred to it by the city council, and any such recommendation made by the planning commission shall be considered by the city council prior to final action.
Makes recommendations on the city's comprehensive plan, subdivision ordinance, zoning laws and site plan review.
The Commission meets on the third Monday of each month at 7:00 p.m. in the Municipal Building.

Recreation/Parks/Playgrounds Commission        Back to Top

The recreation, parks and playgrounds commission may conduct any form of recreation or cultural activity that will employ the leisure time of the people in a constructive and wholesome manner. The recreation, parks and playgrounds commission shall provide, conduct and supervise public parks and playgrounds, athletic fields, recreation centers and other recreational facilities and activities on any of the properties owned or controlled by the city, or on other properties with the consent of the owners.
The Recreation Commission advises City staff and City Council concerning operation of various programs and facilities. The City Manager hires and supervises a professional Recreation Director who manages the recreation department staff. The Commission helps operate a new recreation center, Bissett Park (a large park along the river), wildwood park (a nature preserve in the center of the City) and a number of other smaller parks and athletic facilities.

Beautification And Municipal Forest Commission        Back to Top

Established by the City code of ordinances Sec. 2-303. The municipal forest shall be under the control and management of the commission on beautification and municipal forests. The members of the commission shall be the trustees of and for the municipal forests. The commission on beautification and municipal forests shall provide for the removal or replacement of all trees, shrubs, and other plantings upon city property and the development of a continuing plan and program for new and renewal plantings, trimmings, transplanting of trees, shrubbery, and other plantings within the city consistent with the best practices of conservation and beautification. The commission shall have no authority or control over the operation of any department of the city.


Community Policy And Management Team Board        Back to Top

Established by Council resolution on June 26, 1995 under guidelines established in the state code section 2.2-5206. The community policy and management team manage the cooperative effort in each community to better serve the needs of troubled and at-risk youths and their families and to maximize the use of state and community resources.

Fire Department Board Of Trustees        Back to Top

Established by the City code of ordinances Sec. 40-67. The City established a Fire Fund for the purpose of accepting donations for the fire department. The Board of Trustees is charged with the administration of these funds.


Industrial Development Authority        Back to Top
Established by the City code of ordinances Sec. 2-399 having all the powers and duties as set forth in Code of Virginia, § 15.2-4900. The IDA manages property and projects for the purpose of encouraging economic development and creating jobs.

School Board        Back to Top
The Radford School Board is independently elected to manage the education of Radford's youth. The board hires and directs a professional Superintendent who manages the day-to-day operation of the schools. The current school system consists of four schools divided by grade levels. The City Council provides a significant portion of the School budget based on the request submitted by the School Board.

Social Services Board        Back to Top

Section § 63.2-324 of the Code of Virginia provides for a local department of social services for each city under the supervision and management of a local director. This director is appointed by the Social Services Board and serves at their discretion.


 

Regional Boards & Commissions

Blue Ridge Power Agency      Back to Top

Blue Ridge Power Agency is a "joint action" agency that operates as directed by the Board of Directors. Each member appoints one Director and one Alternate from its organization to the Board.
The ultimate goal of the organization, through the power of numbers and economies of scale of cooperative, "joint" action, is to pursue those activities which will insure the most reliable and lowest cost wholesale electric power supplies possible for its members today and in the future.
There are currently nine members of the agency. The current efforts of Blue Ridge and its staff are focused mostly in two areas: (1) administering its current power supply contract and the associated transmission contract; (2) representing BRPA members' interest where wholesale power supply and transmission issues are involved, particularly in regard to the electric industry's transition to a restructured, "customer choice" structure.

 

CLEO: Chief Local Elected Officials Board       Back to Top

The Chief Local Elected Officials are county board chairpersons and city mayors from Southwest Virginia Workforce Investment Area One's jurisdictions. They are responsible for planning, operation, monitoring, oversight and evaluation of workforce development programs and activities in the Southwest Virginia Workforce Investment Area and for appointment of the local workforce investment board.

The New River Community service Board promotes independence and self-reliance for citizens of the New River Valley with a variety of community-based services in mental health, mental retardation, substance abuse and related prevention services. A 13-member Board of Directors governs NRVCS - volunteers who are appointed by the four Boards of Supervisors (Floyd, Giles, Montgomery and Pulaski) and Radford City Council.

 

Fairview District Home Board      Back to Top

Multi-jurisdictional board called the Fairview District Home Board. It has a counterpart called the Fairview Home Board Incorporated whose members are appointed by the owners. Radford City, Pulaski, Craig, Giles and Montgomery Counties.

New River Community College Board Of Directors      Back to Top

Radford appoints two members to serve on this board. The board consists of representatives from Pulaski County, Giles County, Floyd County, Montgomery County and the City of Radford.

 

New River Resource Authority      Back to Top

The New River Resource Authority operates the Ingles Mountain Waste Management Facility to serve the County of Pulaski, Towns of Dublin and Pulaski and the City of Radford. This facility provides the citizens and businesses of the service area access to the disposal and recycling programs offered by the Authority. They are designed, permitted and operated in accordance with the Commonwealth of Virginia's Department of Environmental Quality Solid Waste Management Regulations.
 


New River Valley Criminal Justice Services Board       Back to Top

Established by code of Virginia Section § 9.1-178. Each county or city or combination thereof developing and establishing a local pretrial services or a community-based probation program pursuant to this article shall establish a community criminal justice board. Each local governing body shall make appointments to the board.

 

New River Valley Economic Development Alliance      Back to Top

The New River Valley Economic Development Alliance works to recruit economic development prospects on a regional, national, and international basis for the Virginia counties of Floyd, Giles, Montgomery, and Pulaski and the City of Radford.

 

New River Valley Planning District Commission      Back to Top

The New River Valley Planning District is one of twenty one planning districts in Virginia whose commissions are chartered under Virginia law. Also known as PDC 4, the organization encompasses the counties of Floyd, Giles, Montgomery, and Pulaski, and the City of Radford.
The commission serves the local governments in the area and their citizenry by providing a number of different services ranging from economic development to regional recycling. The purpose of the planning district commission is to promote regional cooperation, to coordinate the activities and policies of member local governments, and to provide planning assistance to local governments. The commission is financed by a combination of local, state, and federal funds.
The New River Valley Planning District members include: the Counties of Floyd, Giles, Montgomery, and Pulaski; the City of Radford; the Towns of Blacksburg, Christiansburg, Floyd, Narrows, Pearisburg, Pulaski, and Rich Creek; and Radford University and Virginia Tech.


New River Valley Regional Jail Authority      Back to Top

This board operates a 449-bed facility, serving the counties of Bland, Carroll, Floyd, Giles, Grayson, Pulaski and Wythe, and the City of Radford.
 

Pepper's Ferry Wastewater Treatment Authority      Back to Top

Regional wastewater treatment facility serving the communities of the Town of Pulaski, Pulaski County, Town of Dublin, City of Radford, Montgomery County, Pulaski County Sewerage Authority.
 

Radford Emergency Medical Services Commission      Back to Top

Created through contractual agreement with Carilion Patient Transportation Services, which oversees the administration of the EMS service under that contract.
 

Western Virginia EMS Council      Back to Top

The Western Virginia EMS Region includes the counties of Alleghany, Craig, Botetourt, Floyd, Franklin, Giles, Henry, Montgomery, Roanoke, Patrick, Pittsylvania, and Pulaski; and the cities of Covington, Danville, Martinsville, Radford, Roanoke, and Salem.

This organization is a 501(c)(3) non-profit, tax exempt agency. It is an integral part of Virginia's comprehensive EMS system. It serves to assess, identify, coordinate, plan and implement efficient and effective regional EMS delivery systems in partnership with Virginia's Office of Emergency Medical Services and EMS Advisory Board.
