In 1994, a survey indicated there was a need for a more formal means of recognizing department employees who exceed normal expectations and demonstrate sustained superior performance in their job duties.  Chief A.C. Earles then directed the formation of an Awards & Recognition Committee whose tasks included developing and implementing a formal awards ceremony.

Members of the Awards and Recognition Committee spent considerable time creating a General Order that guides the issuance of awards.  Awards may be any of the following:
