COMMUNITY SERVICES BUREAU

The Community Services Bureau is the direct link between the Radford Department of Police and the citizens of the City of Radford. The Community Services Bureau is responsible for the Neighborhood Watch/Business Watch programs, Citizen Trails and Parks Watch, School Resource Officers, and Halloween Safety Watches.  The Bureau is headed by Sgt. Peter Rutzinski, who has served the Department for 10 years.  Sergeant Rutzinski has previously served the department as a patrol supervisor, detective, and patrol officer. He also serves on the Traffic Crash Reconstruction Team, and is a general and RADAR instructor.  Sergeant Rutzinski has a B.S. degree from Radford University and is a graduate of the 230th Session of the F.B.I National Academy.

Accredited

The Radford Department of Police is accredited through the Virginia Law Enforcement Professional Standards Commission (VLEPSC). The goal of accreditation is to increase the effectiveness and efficiency of law enforcement agencies in the Commonwealth through the delivery of services; to promote cooperation among all components in the criminal justice system; to insure the appropriate level of training for law enforcement personnel; and to promote public confidence in law enforcement. Sgt. Rutzinski is the Accreditation Manager for the Department. Accreditation files must be updated on a continuous basis. Certified Crime Prevention CommunityIn January of 2008, the City of Radford became the 14th community in the Commonwealth of Virginia to become a Certified Crime Prevention Community. The Certified Crime Prevention Community Program’s goal is to publicly recognize and certify localities that have implemented a defined set of community safety strategies as part of a comprehensive community safety/crime prevention effort.  The Community Services Bureau is responsible for administering the Certified Crime Prevention Community Program in the City of Radford.  To learn more about the program, please visit the Department of Criminal Justice Services at   http://www.dcjs.virginia.gov/cple/cpc/ccpcp.cfm .

All evidence that comes into the Radford Department of Police through investigative procedures is controlled by the Community Services Bureau. All evidence obtained on scene by the Field Services Division is stored by the Community Services Bureau. The evidence stored in a highly secure area and is delivered to the Forensic Laboratory as needed. Since evidence maintenance must be highly controlled, quarterly inspections are done to assure quality control.

Sgt. Rutzinski is responsible for all community services, such as speaking by law enforcement officers at public (or private) events, appearances by officers at schools and daycares, and booths set up by the agency at special events.  The hours of contact for Sgt.
