Parking Enforcement

Parking Enforcement in Radford is a major concern of the Radford Department of Police.  With very limited city street parking areas, it is important that the time limits set forth by City Code are obeyed.  The Parking Enforcement Officer, Warren "Tootie" Price is very experienced in all areas of law enforcement and extremely knowledgeable of the City of Radford Code involving parking regulations.  The duty of the Parking Enforcement Officer is to enforce the laws pertaining to illegally parked vehicle, including over time parking, blocking of alleys and driveways, and parking on sidewalks.  Also enforced are parking issues pertaining to handicapped parking spaces.  A handicapped tag or current placard must be displayed to be in compliance with these laws.

 

Some of The Radford City Codes involving parking issues include:

Sec. 55-55. Parking prohibited in specified places.

  No person shall park a vehicle,except when necessary to avoid conflict with other traffic or in compliance with the directions of a police officer or traffic control device, in any of the following places:

(1)   On a sidewalk.

(2)   In front of a public or private driveway.

(3)   Within an intersection.

(4)   Within 15 feet of a fire hydrant.

(5)   On a crosswalk.

(6)   Within 20 feet of a crosswalk at an intersection.

(7)   Within 30 feet upon the approach to any flashing beacon, stop sign or traffic control signal located at the side of a roadway.

(8)   Between a safety zone and the adjacent curb or within 30 feet of points on the curb immediately opposite the ends of a safety zone, unless a different length is indicated by official signs or markings.

(9)   Within 50 feet of the nearest rail of a railroad grade crossing.

(10)   Within 15 feet of the driveway entrance to any fire station and on the side of a street opposite the entrance to any fire station within 75 feet of the entrance when properly signposted.

(11)   Alongside or opposite any street excavation or obstruction when such parking would obstruct traffic.

(12)   On the roadway side of any vehicle parked at the edge or curb of a street.

(13)   Upon any bridge or other elevated structure upon a street or highway or within a tunnel.

(14)   Within 20 feet from the intersection of curblines or, if none, then within 15 feet of the intersection of property lines at any highway intersection.

(15)   Within 15 feet of the entrance to a plainly designated building housing rescue squad equipment or ambulances.

(16)   At any place where official signs prohibit parking.

(b)   No person other than a police officer shall move a vehicle into any such prohibited area or away from a curb such distance as is unlawful, or start or cause to be started the motor of any motor vehicle, or shift, change or move the levers, brake, starting device, gears or other mechanism of a parked motor vehicle to a position other than that in which it was left by the owner or driver thereof, or attempt to do so.

Section 55-55

 

Sec. 55-62. Parking between certain hours prohibited on certain public streets and city property.

(a)   It shall be unlawful for any motor vehicle to be parked between the hours of 1:00 a.m. and 5:00 a.m. on Tuesday's of each week on the following streets:

(1)   The southerly side of Norwood Street between Tyler Avenue and Adams Street;

(2)   Either side of Adams Street from Tyler Avenue to Norwood Street;

(3)   Tyler Avenue between Norwood Street and Grove Avenue; Third Avenue from Norwood Street to Grove Avenue;

(4)   Randolph Street from Seventh Street to Eighth Street;

(5)   The northerly side of Eighth Street from Randolph Street to Harvey Street.

(b)   It shall be unlawful for any motor vehicle to be parked between the hours of 3:00 a.m. and 6:00 a.m. Sunday through Saturday of each week on the following streets:

(1)   The west side of Tyler Avenue between Grove Avenue and Lawrence Street;

(2)   Both sides of Norwood Street between Tyler Avenue and Harrison Street;

(3)   Both sides of First Street (in the West Ward) between Randolph Street and

(c)   The ownership of any vehicle parked in violation of this section shall raise a rebuttable presumption that the owner is the party responsible for the violation.

Sec. 55-63. Parking vehicle without license on highways.

It shall be unlawful to park any vehicle having no current state license on any street or highway.

Any person violating the provisions of this section, upon conviction thereof, shall be punished by a fine of $15.00 plus a processing fee of $20.00, or a total of $35.00 for a first offense. Subsequent offenses within one year shall be punished by a fine of up to $100.00 in the discretion of the court.

Sec. 55-64. Manner of using loading zones.

Where a loading and unloading zone has been set apart by the city manager in accordance with applicable provisions of this chapter, the following regulations shall apply with respect to the use of such areas:

(1)   No person shall stop, stand or park a vehicle for any purpose or length of time, other than for the expeditious unloading and delivery or pickup and loading of materials, in any place marked as a curb loading zone during hours when the provisions applicable to such zones are in effect. All delivery vehicles, other than regular delivery trucks, using such loading zones shall be identified by the owner's or company's name in letters three inches high on both sides of the vehicle.

(2)   The driver of a passenger vehicle may stop temporarily in a space marked as a curb loading zone for the purpose of, and while actually engaged in, loading or unloading passengers or bundles when such stopping does not interfere with any vehicle used for the transportation of materials which is waiting to enter or is about to enter such loading space.

Parking permits are issued for residents of the streets which are controlled by timed parking.  These can be picked up in person at the Radford Department of Police during the normal business hours of Monday through Friday, 8:30 a.m. until 5:00 p.m.  Each person requesting a parking permit must be present and a current lease, vehicle registration, and photo ID must be presented to obtain the permit.  All parking permits are given to citizens free of charge.  The form below must be filled out and turned in to the Department of Police:

Temporary permits may also be obtained for persons who will be visiting residents in a timed zone area.  The can also be obtained by the resident at the Radford Department of Police during normal business hours.  Temporary permits are valid for a maximum of thirty (30) days and must be displayed at all times.  Below is an application for a temporary permit for a visitor:
